Industry Specific ComplianceThe Delhi Electricity Regulatory Commission (DERC) on April 15, 2026, issued the Draft Delhi Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access) (First Amendment) Regulations, 2026, to amend the Delhi Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access) Regulations, 2024.

The following has been stated: -

•The Delhi Electricity Regulatory Commission has issued the First Amendment Regulations, 2026, to modify the Green Energy Open Access Regulations, 2024, removing the earlier requirement of connection at 11 kV or above. 

•Under the revised provisions, any consumer with a minimum contracted demand or sanctioned load of 100 kW, whether through a single or multiple connections within the same distribution licensee area, qualifies as an “Entity” and a “Green Energy Open Access Consumer.” 

•Such consumers are now eligible to avail open access for sourcing green energy.

•Additionally, the amendment clarifies that there will be no load restrictions for setting up captive green energy projects, irrespective of the consumer’s sanctioned load with DISCOMs.
